យោងតាមការបង្ហោះផ្សាយនៅក្នុងបណ្ដាញសង្គមរបស់ក្រសួងការពារជាតិបានឲ្យដឹងថា លោកជំទាវឧត្តមសេនីយ៍ឯក ម៉ាលី សុជាតា អ្នកនាំពាក្យក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា បានគូសបញ្ជាក់ថា នៅព្រឹកថ្ងៃព្រហស្បតិ៍ទី១៣ ខែវិច្ឆិកា ឆ្នាំ២០២៥ វេលាម៉ោង ១០:២០នាទី ក្រុមការងារសម្របសម្រួលអ្នកសង្កេតការណ៍របស់ក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ចុះសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ និងរាយការណ៍ អំពីហេតុការណ៍ដែលយោធាថៃបានបើកការបាញ់ប្រហារមកលើប្រជាពលរដ្ឋស៊ីវិលស្លូតត្រង់កម្ពុជាដោយគ្មានមូលហេតុ ចំនួនពីរលើកគឺ៖ លើកទីមួយ នៅវេលាម៉ោងប្រមាណ ១៥:៥០នាទី និងលើកទីពីរនៅវេលាម៉ោង ១៧:៥៤នាទីល្ងាច នៅក្នុងភូមិព្រៃចាន់ ឃុំអូរបីជាន់ ស្រុកអូរជ្រៅ ខេត្តបន្ទាយមានជ័យ ដែលបានបង្កឱ្យប្រជាពលរដ្ឋស៊ីវិលកម្ពុជារងរបួសសរុបចំនួន ០៣នាក់ និងបាត់បង់ជីវិតចំនួន ០១នាក់។
កម្ពុជាអំពាវនាវឱ្យថៃបញ្ឈប់រាល់អរិភាពជាបន្ទាន់ ដែលគំរាមកំហែងដល់សន្តិភាព និងស្ថិរភាពនៅក្នុងតំបន់។ ទន្ទឹមនឹងនេះ កម្ពុជាអំពាវនាវឱ្យភាគីថៃងាកមកគោរពកិច្ចព្រមព្រៀងបទឈប់បាញ់ សេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាព និងកាតព្វកិច្ចទាំងឡាយនៅក្រោមច្បាប់អន្តរជាតិឱ្យបានម៉ឺងម៉ាត់ ស្មោះត្រង់ និងដោយសុច្ឆន្ទៈពិតប្រាកដ។

Her Excellency Lieutenant General Maly Socheata, the Spokeswoman of the Ministry of National Defence, would like to inform the general public, both national and international media outlets, as follows:
On November 13, 2025, at 10:20AM, the Coordinating Task Force for the Observer Team of the Ministry of National Defence of Cambodia facilitated the ASEAN Observer Team (AOT) to observe verify and report on the situation where the Thai forces’ unprovoked use of violence against the innocent Cambodian civilians for two rounds: the 1st round at 03:50 PM, and the 2nd round at 05:54 PM, resulting in 3 people injured and 1 person killed, in Prey Chan village, O’ Bei Chan commune, O’ Chrov district, Banteay Meanchey province.
Cambodia urges that Thailand immediately cease all hostile activities that threaten peace and stability in the region. At the same time, we call on the Thai side to turn to firmly honour the Ceasefire Agreement, the Joint Declaration, as well as the obligations under international law with sincerity, in good faith and goodwill.
The Kingdom of Cambodia calls for an independent investigation into this case and appeals for the participation of qualified international parties to uncover the truth and those responsible in order to deliver justice for the victims of Thai military shootings of innocent Cambodian civilians.
The Ministry of National Defence reiterates that rather than resorting to acts of aggression or the use of force, Cambodia firmly adheres to resolving disputes through peaceful means in accordance with international law, the existing treaties, conventions and agreements, so as to seek solution that is just, fair, long-lasting, and in compliance with international law.
Based on the above information, the public, both national and international media outlets, are advised to be informed accordingly.
