យោងតាមការបង្ហោះផ្សាយនៅក្នុងបណ្តាញសង្គមរបស់ក្រសួងការពារជាតិនៅយប់ថ្ងៃទី១ ខែវិច្ឆិកា ឆ្នាំ២០២៥ បានឱ្យដឹងថា លោកជំទាវឧត្តមសេនីយ៍ឯក ម៉ាលី សុជាតា អ្នកនាំពាក្យក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា បានគូសបញ្ជាក់ថា ជាការបង្ហាញពីការប្តេជ្ញាចិត្តរបស់ភាគីកម្ពុជានិងភាគីថៃក្នុងការគោរព និងអនុវត្តនូវអ្វីដែលបានឯកភាពគ្នានៅក្នុងសេចក្តីថ្លែងការណ៍រួមទីក្រុងកូឡាឡាំពួរស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃដែលបានចុះហត្ថលេខាកាលពីថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ ព្រមទាំងស្មារតីនៃកិច្ចប្រជុំពិសេសលើកទី២ នៃគណៈកម្មាធិការព្រំដែនទូទៅកម្ពុជា-ថៃ(GBC)ដែលប្រព្រឹត្តទៅនៅប្រទេសម៉ាឡេស៊ីកាលពីថ្ងៃទី២៣ខែតុលា ឆ្នាំ២០២៥ ទើបនៅថ្ងៃទី៣១ ខែតុលា ឆ្នាំ២០២៥ យោធភូមិភាគទី៤ កម្ពុជា និងកងទ័ពភូមិភាគទី២ ថៃ បានរៀបចំកិច្ចប្រជុំពិសេសនៃគណៈកម្មាធិការព្រំដែនថ្នាក់យោធភូមិភាគកម្ពុជា-ថៃ(RBC) ដោយបានឯកភាពគ្នាលើផែនការជាដំណាក់កាល នៃការកែសម្រួលអាវុធ និងយុទ្ធោបករណ៍បំផ្លិចបំផ្លាញធុនធ្ងន់។
តាមរយៈផែនការដែលបានឯកភាពគ្នានេះ ភាគីទាំងពីរ បានកំណត់យកថ្ងៃទី១ ខែវិច្ឆិកា ឆ្នាំ២០២៥ វេលាម៉ោង ១៨:៤៥នាទី គឺជាថ្ងៃចាប់ផ្តើមនៃការអនុវត្តការកែសម្រួលអាវុធ និងយុទ្ធោបករណ៍បំផ្លិចបំផ្លាញធុនធ្ងន់សម្រាប់ដំណាក់កាលទី១ដែលភាគីទាំងពីរត្រូវអនុវត្តដូចគ្នា នៅក្រោមការសង្កេតការណ៍ និងការផ្ទៀងផ្ទាត់របស់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន(AOT)។
សូមគូសបញ្ជាក់ផងដែរថា ការកែសម្រួលអាវុធ និងយុទ្ធោបករណ៍បំផ្លិចបំផ្លាញធុនធ្ងន់សម្រាប់ដំណាក់កាលទី១នេះ នឹងត្រូវធ្វើឡើងក្នុងរយៈពេល ០៣ (បី) សប្តាហ៍ គឺចាប់ពីថ្ងៃទី១ រហូតដល់ថ្ងៃទី២១ ខែវិច្ឆិកា ឆ្នាំ២០២៥។
គួរបញ្ជាក់ផងដែរថា បន្ទាប់ពីចុះហត្ថលេខាលើសេចក្តីថ្លែងការណ៍រួមទីក្រុងកូឡាឡាំពួរ ដើម្បីបង្ហាញពីកាយវិការប្រកបដោយសុច្ឆន្ទៈ ភាគីទាំងពីរ បានធ្វើការដកដោយផ្នែកនៃជំហានទីមួយ សម្រាប់ជានិមិត្តរូប ដោយបានដករថពាសដែកចំនួន២គ្រឿងរបស់ភាគីម្ខាងៗឱ្យត្រឡប់ទៅកាន់ទីតាំងដើមវិញ ដែលបានធ្វើឡើងកាលពីថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ វេលាម៉ោង ០៩:០០នាទីយប់។
សម្រាប់ភាគីកម្ពុជា ការកែសម្រួលអាវុធនិងយុទ្ធោបករណ៍បំផ្លិចបំផ្លាញធុនធ្ងន់ នៅក្នុងដំណាក់កាលទី១នេះ បានប្រព្រឹត្តទៅនៅទីតាំងចំនួន០២ រួមមាន៖ ស្ថិតនៅស្រុកជាំក្សាន្ត ខេត្តព្រះវិហារ និងស្ថិតនៅស្រុករវៀង ខេត្តព្រះវិហារ។ ដោយឡែក ភាគីថៃក៏នឹងធ្វើការកែសម្រួលអាវុធ និងយុទ្ធោបករណ៍បំផ្លិចបំផ្លាញធុនធ្ងន់ នៅក្នុងដំណាក់កាលទី១នេះផងដែរ។

Her Excellency General Maly Socheata, Spokeswoman for the Ministry of National Defence of the Kingdom of Cambodia, would like to inform the public, as well as national and international media outlets, as follows:
To demonstrate the commitment of both Cambodia and Thailand to respecting and implementing the agreements reached in the Joint Declaration between Cambodia and Thailand, signed in Kuala Lumpur on October 26, 2025, and the spirit of the 2nd Special Cambodia-Thailand General Border Committee (GBC) Meeting held in Malaysia on October 23, 2025, the Cambodian Military Region 4 and the Thai 2nd Army Area held a special meeting of the Cambodia–Thailand Regional Border Committee (RBC) on October 31, 2025, in which both parties agreed on a concrete plan for the gradual and phased removal of heavy and destructive weapons and equipment.
According to the agreed plan, both sides have set November 1, 2025, at 18:45 PM as the commencement date for the 1st phase of the removal of heavy and destructive weapons and equipment. The withdrawal is to be implemented simultaneously by both parties under the observation and verification of the ASEAN Observer Team (AOT). It is also important to note that the 1st phase of the removal of heavy and destructive weapons and equipment is scheduled for three weeks, from November 1 to November 21, 2025.
It should also be noted that, following the signing of the Joint Declaration, as a gesture of goodwill, both parties began the first phase of partial removal by withdrawing two armored vehicles each to their original positions at 9:00 PM on October 26, 2025.
For the Cambodian side, the removal of heavy and destructive weapons and equipment in this first phase took place at two designated locations: Choam Kshant District and Roveang District, Preah Vihear Province. The Thai side will also undertake the removal of heavy and destructive weapons and equipment in this first phase.
Cambodia firmly hopes that both parties will fully and effectively implement the Joint Declaration in Kuala Lumpur, with sincerity, goodwill, and transparency, to contribute to the promotion of peace, stability, cooperation, development, and the swift return to normalcy, benefiting both countries and their peoples for many generations to come.
